"No service"

A review of Royal Mail by Service is king written on Tuesday 4th of October 2011

I rang the parcel office number in east kilbride it rang for 4 minutes then a recorded message saying "sorry this number is out of service" a bit like the post office closing local offices, why would it ring for 4 minutes before going over to a recorded message? is this a ploy not to answer the phone? now the 80 year olds the parcel is for will have to go to the office and find out. thanks royal mail.
