I too have experienced issues with phones going unanswered, I've found that if you have the time to make it there that visiting the collection office and asking at the enquiries desk saves time and temper. The staff on the window are very helpful and friendly, much better than waiting hours for a phone that never seems to be picked up. 
 
Also, I've asked some postmen from Baird Street office about it and they say they too can't get an answer on the office phones.
