"Another toddler dropped a sandwich, however, without fining"

This morning I was watching such a scene. At 9.30 am I was queuing for the bank branch just opposite the main entrance of the Central Station. There was also a young mother with a 3-year old daughter who was eating a sandwich. Firstly, the girl dropped one piece of bread, then ate the filling and dropped the second piece of bread. The mother saw this, but didn't care. Meanwhile, the bank door opened. The mother picked up the daughter and was about to enter the bank. I stopped her and pointed out to the mess. I also said her that she could be fined for that. The woman stared at me in malcontent surprise, but didn't react. Then I asked her to pick up their rubbish and put it in the litter bin which was just 2m away. She refused to do this, because she didn't want to make her hands dirty before going to the bank. However, she promised to pick up bread after visiting the bank.

In the bank we happened to be next to each other in another queue. So, I had a chance to ask her had she heard about fines for dropping litter by small children, in particularly, about the recently published incident where the woman was charged with £70 for her same age daughter dropping the sausage roll. My new acquaintance's answer was 'No'. By the way, she was a Muslim woman.

I left the bank earlier then this woman. Hope, she fulfilled her promise.

P.S. Please, correct my English. You can also take away the last sentence about Muslim woman..
