"Won't Put It In Writing??"

I've been making regular payments on a credit card debt for the past three years, with "smiles all round" and no complaints. Now that I'm within sight of paying off the debt, I find I've been turned over to AIC who treat me like a desperate fugitive criminal. This morning I made a quite reasonable offer to settle the debt, and asked to have the arrangement confirmed in writing. They refused! When I told the representative I was "gobsmacked" that a collections agency would not be able to put something in writing, I was told that they "could not afford the expense", "weren't about customer service", and did not want to risk transmission of sensitive information! This strikes me as bizarre, not to mention legally questionable. Any comments?
