"Letter delivered to wrong address with sticker on saying they tried to deliver t"

I have today had a letter delivered which does not even belong in the close I am in. It hadd a sticker on it saying that they had tried to deliver on the seventeenth. Tried to phone office at 16.40 but couldn't get through. How am I supposed to return this tothe post office dreadful service. I am fed up having to go out there to pick up mail..
